Future vision
Newhaven required an estate and asset strategy to inform their decision-making concerning their portfolio of assets, buildings and facilities.
The town envisioned a more united community, with a real estate portfolio that would be fit for purpose, meet current and likely future demand and allow for efficient and cost-effective operation.
User-centric engagement
Clear Futures’ private sector partner, AECOM, conducted a comprehensive user-centric stakeholder engagement process in Newhaven. This included a visioning workshop with town councillors and outreach to the wider community including key asset users.

Strategic support
As part of the process, AECOM also undertook condition surveys of the seven buildings owned by Newhaven Town Council. This reviewed the condition of the buildings, identified defects and provided suitable recommendations.
The recommendations were based on clear scoring of each asset, covering various criteria including accessibility, community impact, functionality, amenities, building fabric and the possibility for future expansion/adaptability.
We developed a strategic roadmap that prioritises targeted investment in central locations that will provide high community impact, while planning for the potential divestment of low-performing sites.
Options for refurbishment, reconfiguration, divestment and creation
The findings from the surveys, and the roadmap, fed into the Town’s strategy and provided options on whether to carry out minimal refurbishment work, major refurbishment work, internal reconfiguration or to dispose of the asset and relocate to a new facility.
The roadmap includes a proposal for a new community hub, as an alternative to renovating existing sites, which offers the potential for superior long-term prospects, enhanced revenue streams, and more cost-effective management.
Newhaven Town Council now has an independent, expert recommendation on the most effective way forward to best serve the community.
